I have always found it really weird when people say "Obama was/is articulate" . The I started hearing people say, "he/she is articulate" when referring to "minorities." Is the assumption that minorities cannot talk? Or express their feelings/ideas?

I never found Obama to be an effective speaker at all. I know that puts me in the minority, apparently, but I found nothing convincing, engaging or intriguing about his oration skills.

Nothing.

He could read a good teleprompter eloquently....

Obama was a smooth talker but a terrible executer. I give him the talking skill, even if most of what he said was read from a telepromter and not written by him.

The soft bigotry of low expectations.

That's the phrase.

I put "the racism of low expectations".

Let me answer that in Joe Biden's words:

I mean, you got the first mainstream African-American who is articulate and bright and clean and a nice-looking guy. I mean, that’s a storybook, man.

Not minorities--only blacks. And this is because tribalism runs very strong in black culture. They do not reward members who learn standard English because they want to enforce the divide between the two supposed "cultures", the black and the white.

Those who want to get ahead, and deviate by learning proper grammar, pronunciation and syntax, are ostracized and subjected to intense pressure to get back in line, lest they are cast off for good as the "whitey's 'house-ni**er'" or 'Uncle Toms'.

The vicious aspect of this race-norming is that white leftists use the phrase "articulate" in order to spotlight a black who's become 'uppity' so that the rest of the black community can focus its fury on that individual and drag him back into the fold.

It's a terrible thing that leftists are doing just so that they can maintain power at the expense of fellow-Americans, but blacks understand the terms of the contract: they allow themselves to be used to maintain white leftists in power, and white leftists pay them off with welfare and Obamaphones.

For people that see racism in everything, this has been one of the core racist attack angles.

There is a video out there by a guy Ami (I think) who broke down how truly privileged liberals act as if people with darker skin are in need of help. Yes, some do but they acted like all of them were incapable of doing basic things. Like getting an ID. It opened my eyes to how the left's mantra "the right is racist" is a whole lot of projection.

Despite Droney McPeacePrize being a giant piece of shit traitor commie Kenyan tranny-lover,

Obama is a good orator. Not "for a black guy". He's good at speaking. Period. That is undisputed. And part of why he was able to captivate the masses as he did. That, and his lies.

He had the cadence, but he did stammer a bit. They just liked what he said. Whenever people tell me what a great speaker he was, I am quick to remind them of another man who really knew how to get the people behind him with his words...

Is the assumption that minorities cannot talk?

The assumption was that Obama didn't speak in broken English like so much of his demographic do. They're essentially admitting that the average white moderate voter won't vote for ghetto.
