I was able to watch the video- and she was assaulting people throughout the encounter with pepper spray, later she approached people with a stick held in the attack position to threaten others. This was in a parking lot, not an open road. No one was blocking her. She got in the car and charged a group of people- period. She used the vehicle as a weapon.
