It's not for legal action. Its very simple. They are saying he is hugely consequential, and they do not mean that is a good thing in their view. They are saying his actions will have consequences for decades.

I'd doubt it. I'd say "not terribly unenthusiastic" at most. Hell, she said she would overturn Roe v. Wade. That's practically a litmus test for CNN.
