Something like the Chuck Norris movies, The President's Man.

There were two of them, haven't seen them for a long time. Maybe Made For TV.

There is one super soldier who reports to only the President, saves the world from terrorists.

Maybe not the most original idea. Other movies and things had a similar idea.
