Yeah even tho it keeps saying black, its really just targeting poor communities which still also have white ppl. It seems to be like "Donald Trump, it works for the blacks too!" Which is kinda dem style messaging but if it helps break some free from the dem plantation it pays dividends for decades to come.

Obviously the one exception is HBCUs so i went and looked them up. There's a lot of them in red states and swing states (NC, PA) so maybe thats the play there
