They require different types of investment and geotus has already laid out coal and energy sector plans which will directly benefit those areas. When you say "coal investment" those people know exactly what you mean. Being explicit in saying black doesn't mean there isn't capital for white people. But there's very few whites that live in these urban areas and blacks are also a demographic which needs to feel like they are included in a plan by a party they have been brainwashed into thinking doesn't care about them.
If the plan had just said "urban" instead of "black" would you it make your fee fees better? Just make the substitution in your mind and you'll feel better about it.
