I'm an amateur at looking at this, but one of the things I can point to with my friends is that I gave Trump a good shot at winning the previous election (thought he would, but wasn't certain). You can either look at it as them trying to "juice" the numbers or them accidentally doing it, but it is done in a similar fashion. You always need to look at the methodology of the poll. How many are they sampling and what are their ratios? For example, in the last presidential polls, they were over sampling Democrats. You can also have errors if you are doing registered (bad) over likely (better) voters. They have to guess the demographics of the people that will show up on election day. If you skew the demographics one way or the other, you can arrive at the number you want.

It wasn't just the last election that the polls over sampled Dems. They have consistently done so since the Carter administration.
