It's college grads and what they teach in colleges, combined with the requirement of a college degree to get your foot in the door. Colleges have become too powerful. Abraham Lincoln was basically self taught. Carnegie went to work as a youth and worked his way up. We are controlled by government bureaucrats and virtually every one of them has a college degree. It is a requirement of employment, so here we are. There is no way for the ambitious, smart, "non educated" person to make it to the upper middle class except for the salesman or self employed. Teachers in my state, for example, are paid according to their degree and education, not by results or circular reviews. As one of my aunts once told me when I was considering whether or not to pursue a degree, It's not how smart or capable you are, it's whether or not you have that piece of paper. (degree) This was 40 years ago. Government and businesses demand degrees, and colleges furnish them employees with degrees tainted by egg head academic BS. What needs to be done is to give colleges competition by not demanding a degree to begin with. Can you do the job? Can you pass this test? Are you of good moral character. You're hired.

Didn't POTUS recently change the requirements of needing a degree for certain federal jobs?

I think he wanted to make it easier for other talented people to get involved in government.

He may have, but there is still going to be a ceiling or hard break similar to enlisted and officer corp that the military is so fond of. Sergeant's flew aircraft in WW2. Officers couldn't have that, so now all pilots are officers, and wonder of wonders, college grads.
