I believe that the cops behave in the manner that they were briefed by the report.

I've seen way too many videos of situations going to hell in a split second.

While that video looks brutal, I can imagine their expectations where proportional to their actions.

In fact, the bigger the suspect is, the faster they should be at immobilizing him. Smaller men have plowed through cops like juggernauts. Men who are high or are mentally unstable through rage, fear, or just plain insanity.

Whatever our opinions are, the risk of being sued for brutality is weighed against letting a bad thing that you were warned about, happen.
