We don't know what was said on the 9-11 call, we don't know what the 9-11 operator heard in the background. His wife telling the operator he has PTSD could have brought these tactics into play by the LEOs involved.
He was obviously drinking, but not aggressive, and actually submissive and unarmed.
Unless there was something else in that call to justify this, this was far out of line.
Seems the LEO with the cam was attempting to deescalate and two jackasses came from the rear without knowing or hearing the conversation to make things worse than necessary.
Of course, that could have also been a preemptive plan.
Edit: Yep, the wife called. Supposedly has contusions. He was at the least manhandling his wife previously. That's why the other two officers took him down.
