I don't see how it could be staffed correctly. Even if you sent Grenell in there - which is the best choice imho - the agency is corrupt and beyond salvation. The FBI is the Clintons. It is the Obamas. Think about it; the people who work there in leadership have succeeded precisely because they are corrupt. It is rot from the inside out the the strongest leader in the world could not remedy.
