your phone doesn't actually rotate it, they just save "rotated 90 clockwise" in the EXIF data.
Exif then gets stripped for security purposes (so many people getting pwned because their phones left in the GPS co-ordinates of the phone at the time the photo was taken)

I strip exif from all images I post online that I take with my phone and always wondered why it was rotated -90
On Android you can open it in the photo editor and Rotate it for real, you have to save it and it creates a new file.
