As a tech guy I hate to shit on your plan but 4 & 5G are gonna kinda stomp on a lot of those plans. By the time our kids have kids land line internet is gonna go the way of phone land lines. Restricting content will have to be done through your providers portals and if you've ever managed a company plan like that then you'll know how fun that can get.

Where there's a will there's a way... not trying to stop you from trying but I'm merely suggesting your approach could use some tweaking. Your best bet is going to be exposure and truth... the same old tried and tested method. Sheltering only works for so long and eventually can back fire with innocence turning into ignorance.
