It's probably easier to locate the source of the transmission and interfere with its ability to continue broadcasting than it would be to... put Biden in a a Faraday cage.
I wasn't talking about just 2.4Ghz but the entire radio spectrum, even if you went for a subset like 100Mhz to 6GHz, think about just the antenna requirements.
My SDR kit (HackRF One) is awesome for playing with modulation schemes but with only a single transmitter it isn't much of a jammer.
