An interesting theory I read some time back on some thread somewhere was that kicking the 35 Russians out (72 hours to leave the country) and closing two Russian diplomatic facilities on 29 December 2016 was a pretext to prompt Russian Ambassador Kislyak to call (priming the pump so to say) to National Security Advisor designate Gen Flynn, knowing that the call was going to be intercepted, and then claiming there was a compromising conversation between Kislyak and Flynn (Logan Act set up), and then being able to withhold the actual transcript (the proof) of the recording due to protecting "sources and methods."
Smear and wrap-up smear, and then the "sources and methods" trump card (pardon the pun) to cover up the smear.
Russian Intel sussed the Clinton Plot to smear Trump. The essence of the Clinton Plot to smear Trump was to tie Trump to Putin and the alleged Russian Hack of the DNC (something that has yet to be proven / and a strong motivation to eliminate Seth Rich).
U.S. Intel sussed the Russians had sussed the Clinton Plot to smear Trump and Brennan briefed Obama in July of 2016 about the Russian Intel assessment of Clinton Plot to smear Trump.
U.S. Intel officials (identities unknown at this time) forwarded an investigative referral on 7 September 2016 to D/FBI James Comey and DDCI/FBI Peter Strzok, specifically of "U.S. Presidential Clinton's plan concerning U.S. Presidential candidate Donald Trump and Russian hackers hampering U.S. elections as a means of distracting the public from her use of a private mail server."
DCI Ratcliff's letter to Senator Graham contains a very interesting caveat...
"The IC (Intellegence Community) does not know the accuracy of this allegation of the extent to which the Russian intelligence analysis may reflect exaggeration or fabrication."
I take that to mean none of the 17 intelligence "agencies" of the U.S. government has a clue as to whether the Russian Intel analysis of the Clinton Plot to smear Trump is true or if it was false, if it was disinformation or misinformation. No one who knows is talking at this time.
Lastly, since no one knows if it is true or not, no one can know if it was on the fly or not.
