There's nothing legal about the debates. They're just traditionally something that would happen before elections.
They're run by whatever committee/group who comes up with the rules to go by. I think they tell you who that is just before the debate happens if you don't bother to look it up.
Either way, there's no legal requirement to be debating and it's not something governed by the constitution. At best it's a contractual agreement between the candidates and the group running the debate stage where they all agree to a set of rules. How hard those rules are depends on how contractual the agreements were.
Don't think it's illegal, just cheating. Just shows Biden is weak, incompetent and immoral.
Fox, the host of the debate could have demanded Trump and Biden were checked for earpieces and other shenanigans before the debate, just like Team Trump agreed to. But obviously Fox isn't on Trump's side so they were ok with Dems cheating
I dont think there is established law. These are mainly from my understanding, ceremonial or traditional to show the voters who they are voting for. Modern debates are nothing like the old ones. Too civilized now, pretty sure they became screaming matches way back when. Ive read stories, somewhat related, that fist fights, and knock down drag our brawls were not unheard of in the halls of congress in the early days.
E.t.a. somewhere aling the line the lefties figured out they would never win in a fair fight, so they have demonized masculinity, and physical confrontation. And now we see the results of that, underhanded statements, blatant lies, and no reprocussions.

I think it is more of a fair is fair rule. Having a wire is having someone else opinion in you ear.
But DemoRats don't want anything fair, the just want your money in taxes and power over YOU.
