I think they didnt talk over anyone during the opening section until Trump asked Biden if he was going to pack the courts and Biden flat out refused to answer. Wallace said don't interrupt Biden, and when he pressed Biden to answer, he still openly said I'm not going to answer that. So Trump came back in and said he's not going to answer it. That's when it started going off the rails when Trump kept pressing him to answer why he won't say if he'd pack the courts to either him or Wallace when asked.
