Yeah, in a, "I can't fucking tell the Proud Boys what to do" kind of way. He definitely was. He was also being somewhat cynical about the question since Chris Wallace pushed him after he disavowed and he asked for a certain group and Proud Boys was the example. Trump could have definitely been thinking, "That's your example!? Yeah sure, definitely Proud Boys stand down. *gimme a break*"

The President said "Stand down and stand by", which (I believe) was him repeated what he thought Wallace said earlier when the line of questioning started.

He asked if he condemned them and the president said sure. Wallace continued (and also conflated white supremacists by also saying militas) and said something to the effect of "tell them to stand down"; badgering ensued; and, then the President said, "Sure. Who? What's the name? Proud Boys stand down and stand by".

This was a bullshit line of questioning pretty close along the lines of "Will you agree that beating your wife is wrong?" Not exact, but it was a media narrative creator ("Trump finally denounces white supremacists, only when pressed by an austere moderator"). In a way, they got what they wanted because the President was (effectively) back-handing the question because he know it was bullshit.

Incidentally, today, he clarified he didn't even know who the Proud Boys were and if they were/weren't racist.
