Independent lawyers can file civil suits for civil rights violations, hatch act violations, etc. Independent DAs, AGs can do their own thing. Maybe one master investigation won't work for something this large and it requires thousands of independent investigations, lawsuits etc.
If the Trump admin releases all the documents that relates to these subjects, they will be regarded as the most transparent administration looking back through the years.
And the legal action taken by independent lawyers against government officials will be unprecedented. Unlike the government, independent lawyers have freedom to do their jobs. It doesn't matter if Trump appoints the head of the FBI, CIA, AG, or whoever.
