They haven't always been. Most black Americans were productive members of society prior to the Democrat's New Deal era policies that made them slaves to the Party, and this despite the clear racism and prejudice against them (by the state) at the time.

Black immigrants to the USA do very well for themselves, as do most other immigrants. It's those blacks who've become slaves to the Democratic Party and prisoners of their own sinful culture that are the dregs of society.
