I think the Clinton game plan was to win the Presidency, attack NK, China would then attack the US, after a bit of slaughter Clinton would surrender, you know, "for the children".
Chinese troops would come into the US, probably with the UN along to give it a veneer of, "this is for the best." A purge of dissidents would happen aka anyone with a brain and a backbone. Clinton would be US regent for life.
Could be wrong, but I see it as very plausible.
