This is new for my company. It was a knee-jerk reaction to BLM and is headed by a committee of SJWs. We 100% work with the government, though we are not paid by them. Is there a place where I can contact, or a lawyer interested in seeing if this is illegal based on the new EO?

Diversity training is pretty commonplace, although I remember an old job that tried to do the "diversity is our strength!" garbage at a factory. I almost got fired for pointing out the machines we ran each night didn't give a flat shit what color/gender/sexual-orientation whoever was at it was.
They didn't do diversity training after that either though. Kept that shit in HR and corporate.
