Executive Orders don't work that way. It has to be a matter that is under the purview of the executive branch. For example, (almost) every federal agency is under the control of the President, so he can issue an order to ban Critical Race Theory training there. But he can't issue an order that regulates a state election practice unless there is some federal law on point that grants him that ability.
The Constitution gives the state legislatures the power to decide their electors in whatever manner they want. Some state legislatures directly appointed their electors in the first presidental election. States now run state elections to chose their electors.
