Cabinet members / some others need confirmation by the Senate, as a check on the power of the presidency. We know with about 100% certainty that all politicians except maybe Trump are corrupt. Therefore unless Trump can unilaterally take action on something, he has to play ball with these politicians. Despite that, we've seen him rotate people through as acting directors after he fires the scumbag running the place (eg. DoJ, FBI, etc.) and this lets him avoid the confirmation requirements for awhile.
I do personally feel like Trump has underestimated the dirtiness of politics and / or believes these people still feel some sense of loyalty to their country that he can use, or he otherwise just has no option because everyone familiar with a particular department has already been corrupted, so he gets stuck in the position of picking a total outsider with no experience, or a corrupt insider. Unfortunately as we've seen repeatedly, politicians on both sides of the aisle are anti-American and only care for their own self-interest and would sell the country down the river for 30 shekels of silver, and the full might of the media, intelligence community, and government bureaucracy is used to crush any outsiders that might push for change.
