Do liberals have any case for that proposition that does not rely on the GOP's actions in 2016?

While they could make an argument that the GOP's actions in 2016 were not appropriate, those actions weren't "illegitimate". And there's absolutely nothing about the ACB nomination that is non-standard. Clearly it's within the President's power to nominate a replacement. Clearly it's within the Senate's power to consider the nomination.
