I think it is standard practice every time they do the census. However, if the two girls said they do not definitely know how many people live there they should NOT just make something up.
Well that is a scary last ditch effort. We make no contact, let's ask others who may not know the people. In fairness, I don't think the girls were being dishonest at all, I think they were telling the truth, but for something as serious as determining delegates that is terrible.
