Look instead to Myanmar, India, or Brazil for racial issues if you are looking for things more similar to US racial issues. You can't even compare Europe because Europe has an immigrant problem, not a racial issue.
There are differences in individual historical figures in both countries, but I think the larger topic he's discussing is specifically racial politics and racial scape-goating.
