Biden will not last 4 years. The House would decide the president, but the Senate decides Vice President. This means even in the unlikely scenario the House broke the tie, the GOP keeps the Senate and then picks Pence as VP. Pence would be president within 4 years and Trump could be Pence's VP once Biden is outed as being mentally unfit for office. Trump could then run in 2024.
