Go 40 years before that, the realignment was the other direction again, Woodrow Wilson, Imperialism, Federal Reserve, Income taxes (1895-1920). 40 years before that, birth of the Republican party, Lincoln, ending slavery, etc...(1860-1880). Then go 40 years before that and you get the seeds of civil war, lame duck presidents, manifest destiny, and Monroe Doctrine(good and bad) (1820-1840). Then finally, 40 years before that, the founding of our country (1776-1791).

He gutted it, pulled the manpower out and privatized the Civil Engineer, Base Kitchen, Base Supply, all in the name of "Economics." I worked in Budgeting at the time and wrote numerous papers to the W/H saying why it was a mistake. By the numbers. No actual increase in Ships/planes/tanks, just planned increases. And when the Soviets fell, those planned increases went by the way side. Cost? About 3 Trillion$. So do I know? Oh yeah, I've got a pretty good idea! Not everything was ghosted, I could point to a boondoggle on Tyndall AFB that was built not to spec for 15m$ at the urging of the local commanding Gen'l. Or the attempt to run 30 foreign nationals thru US courses in my shop at a cost of 10m$. They were really pissed when I wouldn't let that happen.
