Wrong. This was a security camera that caught it, and someone was recording the playback on a monitor with their camera/phone. That's why it looks like it's filmed on a potato, why it's wobbly, and why you see the GUI of the camera interface/monitor at the very end of the video.

Also why I can tell you the crime was recorded on 9/25/2020, at about 3pm.
