If masks worked, all inmates would just be forced to wear a mask, instead of released, and no inmate would ever get China virus.

A prison is a perfect test environment for the mask theory, with a captive test population, and yet inmates have been released in massive numbers, instead of forced to wear masks.

It's because they don't work.
