No need for a PI here. I'm an IT guy who is actually part of a small WISP and managed services startup. Irrelevant, just added that as a qualifier. I have a home "server" I run a few services off of for myself. It's monstrous and is also a VM host. My home router is actually running in a VM on it. Also running OpenVPN.
Pretty much already have that capability. However my main "job" is for a huge corporation who has everything on lock down. All the PCs run the corporate image and adding any software is impossible without a ticket submitted and your app being reviewed and approved by management. The Corp image is monitored and unapproved changes are an instant fire offense.
We are issues a corp desktop, laptop, ipad, and iphone. Personal phones are not allowed in our office spaces.

Get a raspberry pi at home. Install pi VPN. For extra points also install pi hole for network level ad blocking.
You can connect to your home vpn from your phone and any pc, which encrypts your traffic and bypasses any blocks
