We run nursing homes, I agree with your sentiment on Cuomo and his order was criminal, but I have to resist your title claiming that the home wanted the resident back because of $$. While it is true that you get increased reimbursement from COVID, you absolutely lose your ass in PPE costs and labor costs due to contact tracing and sending your normal staff home and filling in with OT and agency. No nursing home in their right mind would think you would increase revenue by taking in COVID at that point in the pandemic. If you dedicate your facility to it and have the staffing and PPE and want to use it as a positive site, there is some money to be made. That was not the situation in NY at the time though.

When the law suits start cuomo's international communication will show this was done for profit. His and rich diners that invest in old folks warehouses. There was no shortages of beds in NYC. He chose to ignore those and endanger and cost lives.
