The violent rioting was pretty widespread. I don't think she threw the molotov at the government building, but there's usually smaller fires at these riots, like trash fires in the middle of the road, that aren't big enough to be reported on.

The police investigation does go into that and say there's no evidence she attacked the city building, but no, I believe you're right.
