“We knocked on the door, said ‘police,’ waited I don’t know 10 or 15 seconds. Knocked again, said police, waited even longer,” Louisville police Lt. Shawn Hoover said in an interview recorded the same day Taylor was shot, and later played for the grand jury.
“So it was the third time that we were approaching, it had been like 45 seconds if not a minute,” Hoover said. “And then I said, `Let’s go, let’s breach it.’”
Listening to some of the audio it sounds like two neighbors did not hear them say police. Although they all seem to say they woke up to "loud bangs" so maybe the announcing knock was quiet and no one heard anything until they were already breaching.
Edit: the one neighbor that was awake and had a door open said the first thing he heard was three shots - which I assume were BT's boyfriends as he said he shot first. So I am guessing if he didn't hear they break down a door he probably would not have heard them simply knocking and saying police.

The apartment door was close when he heard them announce POLICE...once they told him to back inside he immediately return to his apartment. He estimated 5-10 minutes went by before hearing gunfire."

Good chance he wasn't even paying attention until the gunshots. His brain probably didn't even register it.
