Don't remember if we had a CAPCHA when signing up, but that could be used as well to prevent quick signups.
A single IP address shouldn't be able to create multiple accounts. I'm sure they are probably using some kind of VPN or something or the mods / admins would have banned by IP or regional location.
Using comments to score trust. Must have greater than a threshold amount and the number of upvotes to downvotes must be above a threshold so they can't make bad or malicious comments.
Once they have earned the post trust score:
Posts they make are visible to them only until mods / admins have approved the user to start posting. During their initiation phase, their post will have fake upvotes so they are not aware they are under review.
After they are allowed to post freely.
They shouldn't be allowed to create multiple posts within seconds of one another.
If deport is hit, then the post can go into a queue that is visible on the new page but has a red border around it. The link out is disabled until it can be verified. Any veteran user can then flag the post for full deport. At that point it disappears from the new page and a moderator or admin can then check to deport.
A veteran user is one who has a good upvote to downvote ratio, has reached a comment score threshold, and one who has started enough posts to pass a similar good post score ratio.
Others more experienced mods / admins will probably have some better ideas than mine.
If someone comes in and asks questions and carries on a rational discussion, that would be awesome and that's how we win new supporters. Also, that person would be building a trust score just like anyone else.

Cant make a post until you have a certain amount of comment points, that way it proves you arent here just to make shill poosts, or comments.
