He doesn't seem very congested, looks a little tired but like I was saying any normal human would be knocked on their ass with the med cocktail they're giving him. I remember he looked more congested during the last election where he seemed to have the sniffles during a debate with Hillary.
He sounds congested and that makes sense.
Maybe a bit paler...or as one person said, maybe that's just how he actually looks on a camera without an agenda.

Being congested is more about how you sound than how you look.
His voice is definitely a bit rougher and more nasally, very much signs of congestion and that lines up with the information we were given before
