The goal would have simply been to put the idea in the public's mind. If blood tests show any Ricin or Anthrax in his system, then the public has already been primed to accept such an idea now. Therefore, they could just say he must have been exposed somewhere, somehow by a lunatic and divert attention away from them. I'm sure they would much rather be able to blame it on Covid though.

I wouldn't be surprised if Presidents and other government officials are required to have an Anthrax vaccine, among other vaccines.
They're not going to force the President to take any vaccines he doesn't want to take.
