In Canada we're taught ACTS and PROVE. Technically you're right and ACTS is 3 rules, the 4th one references PROVE-ing the firearm is safe.

ACTS

Assume every firearm is loaded.

Control the muzzle direction at all times.

Trigger finger must be kept off the trigger and out of the trigger guard.

See that the firearm is unloaded - PROVE it safe.

PROVE

Point the firearm in the safest available direction.

Remove all ammunition.

Observe the chamber.

Verify the feeding path.

Examine the bore.

That's a fucked system. Overly complex and a pointless backronym rather than easily remembered simplicity as it should be.

I dunno, helps me remember them. We get tested on it too, so you have to know them, and recite them to get your permit up here.
