In Canada we're taught ACTS and PROVE. Technically you're right and ACTS is 3 rules, the 4th one references PROVE-ing the firearm is safe.

ACTS

Assume every firearm is loaded.

Control the muzzle direction at all times.

Trigger finger must be kept off the trigger and out of the trigger guard.

See that the firearm is unloaded - PROVE it safe.

PROVE

Point the firearm in the safest available direction.

Remove all ammunition.

Observe the chamber.

Verify the feeding path.

Examine the bore.

That is a lot for a beginner to learn. Adhering to the NRA 3 rules always prevents someone from getting hurt by an ND. More precisely, following at least 1 of the 3 rules prevents someone getting hurt by an ND.

"Assume every firearms is loaded" is not a good safety rule. If the action is closed, it is loaded, because you can't know it's unloaded. How can I ever field strip my Glock if I have to assume it's loaded? Amazing the way gun instructors complicate simple things.

Before you field strip your Glock you PROVE it safe. The ACTS part is for handling.

Every Canadian gun owner is taught this, it's part of the permit exam.
