When these stealth aircraft aren't running active/serious missions, they purposely run radar reflection panels to be seen. 1) in friendly situations they are visible for deconfliction. 2) it doesn't fly stealth a the time so enemies can't passively test radar tracking equipment on them for shiggles.
Too bad their 'Stealth' fighter lit up radar displays in India like a pinball machine.
