I can't imagine a President would be able to file any case with the Supreme Court, because of the seperation between both branches of Government.
if that's the case, would it Barr that files the case with the Supreme Court?

Bush filed a suit against the recounting of Florida. Its called Bush v Gore and its the reason Bush became president. So yes, the Trump campaign or Trump himself can file a lawsuit for various numbers of reasons. Recounts, states not certifying their elections, states accepting invalid ballots, and much more.
