From what I can tell, he was taking oxygen at the Whitehouse but never at Walter reed. Anyone with a brain can figure this out: it was precautionary at the WH. Someone no doubt said, "hey, just to be safe here take this oxygen mask." When he got to Walter Reed, it was determined he didn't actually need it.
