New York City Mayor Bill de Blasio says all non-essential businesses, public and private schools will close Wednesday in nine zip codes in Brooklyn and Queens, if approved by the state, after reporting coronavirus cases above a 3 percent positivity rate for at least seven consecutive days.

The closures would impact roughly half a million people in the following zip codes: 11691 (Edgemere/Far Rockaway), 11219 (Borough Park), 11223 (Gravesend/Homecrest), 11230 (Midwood), 11204 (Bensonhurt/Mapleton), 11210 (Flatlands/Midwood), 11229 (Gerritsen Beach/Homecrest/Sheepshead Bay), 11415 (Kew Gardens), 11367 (Kew Gardens Hills/Pomonok).

Zip codes first added on 4/4. So I'll do 4/4 and 4/11 to show a 1 week difference in cases. You can multiply that to compare to NYC's "14 day window" and 4 week data.

On 4/4, for the selected zip codes at that point there were:

As you can see, it's hard to make a comparison because they were only testing those that were symptomatic because of a lack of tests. So there were millions that had it and were not tested.

Since we don't have deaths by zipcode dated numbers, I think it would be appropriate to divide the daily deaths by 16 to approximate the population of this area. On 4/4 there were 2254 deaths, and on 4/11 there were 5742 deaths. 5742 - 2254 = 3488 deaths that week. 1/16^th of that is 218.

So 8 deaths in the past month, where that amount of population would've experienced around 218 deaths per week during the peak.

So, less than 1% of the amount of deaths for the equivalent amount of population during the peak.

Yes, the peak 7 days there were 3,857 deaths in NYC. Average of 551 per day.

This past 7 days there were just 40 deaths in NYC. Average 5.71 per day.

Weekly mortality at 1.037% of the peak.

The peak 7 days there were 37,121 cases in NYC. Average of 5,303.

This past 7 days there were just 3,245 cases in NYC. Average 464 per day.

Weekly case count at 8.75% of the peak.

This is why they focus on the case count. They have it burned into people's heads that it's extremely lethal, even though it's now about 90% less lethal than it was during the peak.

Also, for all we know it could just be the same few people getting tested multiple times, just hoping that the next test will clear them to go back to work. Or the doubters that need a 2nd/3rd/etc. confirmation/opinion.
