9MM is usually a safe bet unless you get covid prices and there are a lot of 9MM guns under $500. My Ruger Security 9 was $350 I paid $480 with tax, holster and bullets. As far as rifles go there are a lot of AR models that go for well under $1000 in all calibers. 22LR would be the least expensive and from what I've seen in a few videos has a decent lethality depending on the make of the bullet. Sig, Beretta, Glock, CZ. All fine but relatively expensive. The one to buy is the one that fits your hand. I picked a Sig over a CZ and Beretta because the controls fit my hand better.
For ammo for the .22 I use CCI mini-mags. I did my own tests with 5 different brands, they give the best bang for the buck. Also, my .22 pistol likes them; .22 semi-auto pistols can be finicky on ammo.
I can't offer good advice on the Berettas, I never owned one. If some Pedes are ex-police or ex-military, they could offfer advice. The military had Berettas for sidearms for years, and I'm sure some got to shoot really old, beat up ones.

I'd grab a $300 Beretta 92 series any day of the week, even the Italian police models with the awkward mag release.
