What 22 rifles did you consider before choosing the 10/22? And why did you decide on the 10/22? There are cheaper 22 rifles to be had and using your criteria, would possibly have made sense. The Rossi RS22 is like $100 brand new and is a decent purchase, for example.

Regarding the AR, the Ruger American bolt action is a good budget alternative at around $280 on sale. Number one selling hunting rifle in USA, I believe. Get it in 556 to avoid the strong recoil of the hunting calibers, or go for a hunting caliber since its always in stock everywhere.

10/22 is so massively tinker-able. There's stocks and barrels and triggers and magazines.
A solid off the shelf build for $250 is a good starting point.
