Minority party should have to actually filibuster. Get up there, talk until you physically can't, then you sit the fuck down, and your time is over. If another member of your party wants, they can take their turn, etc. Either you have enough people willing to do it to run out the clock, or you don't, and the vote happens.
I guarantee you the doddering old bastards who make up most of the senate would not wanna be up there again and again all day with no piss breaks.
Suddenly filibusters would go back to being unusual events that happen in moments of major consequence when an opposition party's ready to pull out all the stops. Like they were supposed to be.
