Don't touch them while they are in mail boxes, you'll go to jail. Don't touch them no matter where they are as that's probably illegal as well. Get photo evidence, call authorities (FBI?), media, and spread far and wide.

it maynbe illegal to be in possession of a ballot that is not your own, no matter how you got it. check your state laws.
In California, specifically, it is NOT illegal. There is no chain of custody documentation when you harvest ballots. It is a god damn free for all.
