Here's a few reasons they have tickets. I'm sure there are more and someone can correct me if I am wrong on any of these. Here's some of them:
To have a good estimate of how many are going to participate. This helps the venue to set up adequate facilities, provide a good estimate for other vendors, security, fire, and rescue personnel. Have to be able to keep the number under max capacity so there are no Fire Code violations..
The ticket count and other information that is submitted when signing up, provide useful metrics and other data for statistical analysis. That's how they have a good idea of demographic: x number of attendees have never voted, y number of attendees voted for Hillary in the last election, z number are Independent, etc. Also, knowing things like district, zip, area code of participants are useful for future campaign targeting.
Like you said, the event becomes a private event and there are probably some great legal advantages or protections to having a private vs public event.
Side note: That's one small crowd for Bernie who is campaigning for the one that the media claims is ahead in the polls. If Biden was ahead, this would have to be a private event with adequate capacity. These small "trailer stumps" are one of the hallmarks of the Democrat campaign. (see the run up to the 2016 election for more examples of that)
