The de-institution movement really got rolling with the 1975 film One Flew Over the Cuckoo’s nest. The left pushed it, creating armies of homeless crazies to wander our city streets. Greedy state pols joined in when they realized their budgets didn’t need to provide care for them anymore and they could use the funds to buy more votes with juicy state employee pensions. It wasn’t Reagan, I watched this happen.
